MANAGEMENT EXPERIENCE

Mr. Matsuda is a certified Project Management Professional (PMP) with over 12 years of federal contract management experience, focused on small business contracts. He has managed government contracts for the past 11 years, including performance-based, T&M and Fixed Price contracts on which Matsuda & Associates, Inc. served as both prime contractor and subcontractor to HHS and other federal agencies.

 

Mr. Matsuda currently Sr. Contracts Administrator for M&A’s Electronic FAA Accelerated and Simplified Tasks (eFAST) contract which is a $2 Billion/7 year multiple award small business IDIQ vehicle. He is also responsible for administering and managing M&A’s U.S. Army Battle Command Products Development contract which is a $777 Million/5 year multiple award IDIQ vehicle. He has previous GWAC experience administering M&A’s Internal Revenue Service - Total Information Processing Support Services-3 (TIPSS-3) contract which is a $3 Billion/5 year multiple award GWAC. He has also served as contracts manager on GSA Schedule 70 GWAC.   On all of these contracts, Mr. Matsuda has served as the primary negotiator for the contractor with respect to changes in scope, schedule, cost and period of performance. He reviews all invoices prior to submission, track contractor expenses and ensure that the government provides reimbursement to the Contractor only for allowable costs, and work effectively with federal electronic ordering systems such as e-GOS.

 

In 2010, Mr. Matsuda was selected by two Joint Ventures to represent them as their Sr. Contracts Administrator.  His selection was based on his working knowledge of government IDIQ and GWAC contracts and demonstration of FAR expertise (including Service Contract Act and accounting for government assets).   His is also on the board of directors for both JVs.

·        AMAR Health IT is a Joint Venture comprised of nine (9) small businesses.  They are:  Matsuda & Associates, Superlative Technologies, AMAR International, Idexcel, reVision, Data and Analytic Solutions, DMG Federal, and Technical and Management Resources, Inc.  Together, this team includes over 500 IT professionals.  

·        Innovative Health Information Technology Partners is a Joint Venture comprised of four (4) Certified 8(a) –Women owned small businesses.  They are:  Matsuda & Associates, AMAR International, Data and Analytic Solutions, and DMG Federal.  Together, this team includes over 100 IT professionals.  

 

 

GENERAL EXPERIENCE

Mr. Matsuda has been in the IT industry for over 20 years and has managed projects over the past 15 years.  His responsibilities have encompassed all program management activities including financial tracking, financial projections, contractual compliance, organization and infrastructure support, personnel actions, business development and customer interfacing.  In the past 20 years, his assignments have also included:  Chief Information Officer, Contracts Manager, Program Manager, Proposal Manager, Project Manager, Senior Systems Architect, Senior Systems Security Architect, Senior Software Engineer, Database Administrator, and Internet Developer.

 

Mr. Matsuda’s experience includes COTS financials package projects, Electronic Commerce/Electronic Data Interchanged projects, Internet application development projects, B2G projects, legacy system migration projects, multi-platform integration projects, public safety IT projects, and security infrastructure projects.

 

Mr. Matsuda has been retained as a Subject Matter Expert (SME) under an HHS contract providing expert IT knowledge in the field of federal grant payment systems specializing in Federal Domestic Assistance programs, federal transparency acts, financial aid reporting, and E-Government initiatives.
